The common problem with plastic windows, especially in new buildings or after poorly fitted, is the bloating between the window frame and the window frame. The warm air from the radiator that needs to heat the window just goes out through the holes in the sewing machine.

Diagnosis: how to detect the problem
The customer complained about the cold coming from under the window, even with the shutter closed. The first thing I did was to slide the window sill from above; the characteristic loud noise immediately pointed to the voids under it. To make sure, he took out the outside drain. The picture was expected: the mounting foam was missing in many places, air was free passing through the cracks. The warm contour was broken.
Here are the main flaws that were visible:

The process of warming up
First window: access through the bottom profile
To fill in the blanks under the window, without removing it completely, I drilled a few holes in the bottom profile in a small corner, and through them, using a foam gun, I filled in all the blanks.
Second window: I had to remove the glass package.
The second window was not able to reach the far reaches under the window through the bottom profile; the steering roller-shtors glued to the sticks were a hindrance. Fortunately, the size of the window allowed to remove the glass packet to get full access.
The result
After the work was completed, the window sill ceased to be a source of cold. The heat contour was restored, the passages disappeared. The customer noted that the room became noticeably warmer, and the noise from the rain on the spill reduced.
