The hardware is of good quality and not old. If the window is 5–10 years old and the hardware is from a known brand (Roto, Siegenia, Maco), it's usually possible to find an original spare part and replace just that.
The problem is in adjustment or dirt. Sometimes it's enough simply to clean and lubricate the mechanism, adjust the pressure or the sash position — and the window works like new.

The advantages of a repair: it's economical, fast, and you keep the working hardware you already have.

When a full replacement is needed

Repairing piece by piece becomes uneconomical.
Multiple breakdowns. Several elements are broken (hinges, gearbox, scissor mechanism) and parts are hard or expensive to find.
The hardware is obsolete or discontinued. For old windows it can be impossible to find compatible parts — a new set solves the problem.
You want to improve functionality. For example, add a micro-ventilation mode, fit anti-burglary hardware or a child lock. Modern sets offer more options.
Damage after a break-in or a strong impact. If the mechanism is seriously deformed, it's easier to replace it entirely.

Choose the functions you need: micro-ventilation, anti-burglary, mis-opening blocking, child locks. Pick what you actually need.
Pay attention to the coating. Quality elements have an anti-corrosion coating resistant to moisture and temperature swings.
Don't skimp on installation. Even the most expensive hardware will work badly if it's fitted incorrectly. Trust professionals.
